Nameplate Capacity

Location

Honduras, 24 km south of of Tegucigalpa. Department Francisco Morazan, within the municipalities of Santa Ana and San Buenaventura, in the hills of Cerro de Hula and Izopo.

Terrain / layout

Complex terrain, with good access to main roads and deep ports in both Pacific and Atlantic coasts.

Resource assessment

Based on 7 years of data collected at 22 anemometer stations, up to 50 m. height. Since 2006, we have been measuring at 70 meters, and in late 2007 installed anemometers at 80 m in two towers.  Consultant Richard L. Simon (Windots) produced wind assessments in 1996, 1998, 2000 and 2001, and was involved in anemometry setup. Consultants CH2MHill validated data in 2006, applied numerical modeling (Calmet) and correlated with 2005 Windlogics study.

Since Mesoamerica Energy acquired the project, we have been using industry standard anemometers, measuring at heights of 40, 60 and 80 meters on each tower, and includes vertical wind data. Our anemometers and towers strictly comply with regulations defined by Honduras's Dirección General de Aeronáutica Civil (Civil Aviation Authority).

 

Power Purchase Agreement

Offtaker

Empresa Nacional de Energía Eléctrica (ENEE), a state owned T&D monopoly utility.

Term

20 years from start of commercial operation. PPA executed on October 1st, 2008.

Conditions

Stated by law. ENEE must purchase all the energy produced by the project.

Interconnection

High voltage substation on site.

 

Permitting

Government license

Exploration permit issued on 2005 by Natural Resources and Environment Ministry (SERNA) to the project company, granting exclusivity of development rights in the geographic location of the project for two years. A two-year extension was granted in late 2007.

Mesoamerica Energy acquired all development assets from Enron Wind in 2005, including the original project sponsor companies Zond de Honduras and Honduras Power, as well as wind data, feasibility studies, development rights and land agreements. 

Zond de Honduras signed a Letter of Understanding with ENEE in 1995, and was the beneficiary of the original exploration permit issued in 1996 and its extensions.

Zond de Honduras had submitted a feasibility study to SERNA in 2001, based on 40 EW1.5s turbines.  Mesoamerica Energy is updating the feasibility study to adapt it to the current situation.

Environmental license

An Environmental License (#352-2007) was issued by SERNA in December 2007.
